Dog Bites and Compulsory Pet Insurance - what's the latest?

When a dog bites you it can be a painful and unpleasant experience. Even so, you may not be eligible to compensation.
Any claim you make will only succeed if it can be established that the dog in question has aggressive tendencies.
Insurance
Many households insure their dogs with specialist pet insurance or as part of their household insurance.
The first step we take is to establish if this insurance covers claims for bites. If there is no insurance cover, there is no guarantee that in the event of a successful claim the owner will have the money to satisfy any judgement against them.
Proposals for compulsory insurance
The UK Government recently announced proposals to make insurance compulsory for all dog owners; this would include provision for the payment of compensation in the event that their dog attacks a person.
While the proposals were broadly welcomed, there was also opposition on the grounds that insurers might not insure certain breeds of dogs perceived as dangerous or aggressive.
Nor was there any explanation of what would happen if someone was then attacked by an uninsured dog: the measures would then largely inconvenience law-abiding owners whose dogs did not cause any damage.
The Government subsequently dropped plans for compulsory insurance.
